Summary0000077: Permanent Peer Priority enabled with no Permanent Peers assigned blocks outbound Peer Polling
DescriptionIf you have Permanent Peer Priority enabled and no Permanent Peer assigned, the polling list of peers is blanked out because there has to be at least 1 Permanent Peer assigned to work properly.
Steps To ReproduceStart Timekoin, enable Permanent Peer Priority, don't have any Permanent Peer(s) assigned in your Peerlist Tab.
You will see errors in the logs like "No Active Peers to Poll" constantly.
Additional InformationPermanent Peer Priority just polls your chosen peers ahead of the other peers first.

Using a union SQL statement to make the setting work if you have a permanent peer assigned or not when enabled.
