Service Plugin Requires CLI

I know that service plugins require CLI to be enabled. Is this because it has not been tested yet, or does the plugin scripts need to be rewritten to support CLI?

Not tested yet. Only affects "service" plugins at the moment, plugins that just run in the web browser via the web server would still function.
